Are Sweepstakes Casinos Legal in Arizona?

Short answer: there's no sweepstakes-specific ban in Arizona, but the state's gaming regulator has put operators on notice with formal guidance on exactly what makes a free-to-play sweepstakes promotion legal in the first place.

The ADG's free-to-play guidance

The Arizona Department of Gaming (ADG) published guidance clarifying what qualifies as a legal free-to-play, or "sweepstakes," promotion - the legal theory behind the Gold Coin / Sweeps Coin model (see our guide to how the model works). Under the ADG's guidance, free entry has to require no purchase or "consideration" of any kind, and - importantly - a free participant has to get the same manner, extent, and odds of winning as someone who paid. The guidance also bars operators from requiring a separate or more limited entry form for free participants than for paying ones.

A warning, not a ban

Alongside that guidance, the ADG issued a public warning to Arizona residents about what it called illegal online casinos and sweepstakes platforms. That's regulatory guidance and a public-awareness warning, not a new law - there's no bill number to point to, and no public list of specific operators the state has moved against. In practice, it reads as the ADG drawing a clear line for how close to real-money gambling a "free" sweepstakes promotion can get before it stops qualifying as one.

What this means for you

Sweepstakes casinos remain broadly available to Arizona residents today. The ADG's guidance is aimed at operators' own compliance - how their free-entry method has to work - more than at individual players, but it's a sign Arizona regulators are paying closer attention than they used to. If a site's free-entry process looks meaningfully different from its paid one, that's worth noticing.
