Are Sweepstakes Casinos Legal in Connecticut?

Short answer: no. Connecticut banned the dual-currency sweepstakes casino model outright through Senate Bill 1235, now Public Act 25-112, which Gov. Ned Lamont signed in June 2025 - making Connecticut one of the first states in the country to pass a standalone ban, following Montana.

What SB 1235 / Public Act 25-112 actually bans

The law makes it illegal to operate an online sweepstakes casino in Connecticut. More specifically, it bans offering or promoting a sweepstakes or promotional drawing that isn't tied to the bona fide sale of goods, services, or property - which is exactly the structure sweepstakes casinos rely on (see our guide to how the model works). It separately targets sweepstakes that use simulated gambling devices or are tied to online casino-style games or sports wagering, and it bans prizes that can be redeemed for cash outright. The one carve-out is narrow: sweepstakes run by a retail grocery chain tied to grocery sales are still allowed.

How it's enforced

Violations are treated as unfair or deceptive trade practices, and fall under Connecticut's existing penalty for professional gambling - a Class A misdemeanor. That gives the state two separate legal hooks to act on, rather than relying on a single untested statute.

What this means for you

Because the ban is explicit and already in effect, every legitimate sweepstakes casino operator blocks Connecticut residents from signing up or playing. If you're in Connecticut, this model simply isn't available to you right now, regardless of what any individual site's marketing might suggest elsewhere.
