Are Sweepstakes Casinos Legal in Louisiana?
Short answer: no, as of August 1, 2026. Louisiana banned the dual-currency sweepstakes casino model through a pair of linked bills, House Bill 883 and House Bill 53, which together classify the model as "gambling by computer" and tie it to the state's racketeering law - one of the most aggressive legal approaches any state has taken against sweepstakes casinos.
What HB883 and HB53 actually do
HB883 classifies dual-currency sweepstakes gameplay - the Gold Coin / Sweeps Coin structure behind most sweepstakes casinos (see our guide to how the model works) - as "gambling by computer" under Louisiana law. It doesn't stop at the operators themselves: it also gives the Attorney General authority to act against platform providers and the payment processors that move money for them.
HB53 is what gives that classification real teeth. It places "gambling by computer" offenses under Louisiana's racketeering statute, and HB883's explicit dual-currency language is what pulls sweepstakes casinos into that racketeering exposure - rather than leaving them in a legal gray area under a vaguer, untested reading of the law.
Penalties
Under HB883 alone, the maximum fine for computer-based gambling rose from $20,000 to $100,000, with a maximum prison term of five years. But the racketeering link in HB53 raises the stakes considerably: exposure of up to 50 years in prison, fines up to $1 million, or both - plus the possibility of financial penalties up to three times the profits tied to the activity.
What this means for you
Given the severity of the racketeering exposure, expect every sweepstakes casino operator to block Louisiana residents well ahead of and after the August 1, 2026 effective date - this isn't the kind of legal risk operators tend to test.
