Are Sweepstakes Casinos Legal in Tennessee?
Short answer: no. Tennessee banned sweepstakes casinos through Senate Bill 2136, which Gov. Bill Lee signed into law in May 2026 - making Tennessee the third state to pass a standalone ban in 2026 alone, after Indiana and Maine.
What SB 2136 actually bans
The law defines "online sweepstakes games" as internet or mobile games that use a virtual, dual, or multi-currency system - exchangeable for prizes or cash - to simulate casino-style gambling such as slots, table games, or unlicensed sports wagering. That definition is written specifically to capture the Gold Coin / Sweeps Coin structure behind sweepstakes casinos (see our guide to how the model works). SB 2136 makes operating, conducting, or promoting these games unlawful, and explicitly frames them as an offense against the state's public health, safety, and welfare.
A contested path to passage
This wasn't a quiet, unanimous bill. The Senate passed it in early March 2026, but the House amended it in April to strip out the virtual-currency language entirely - the Senate rejected that version, the House refused to back down, and the bill went to a conference committee. That committee restored the sweepstakes-specific language, and the final version passed 25-5 in the Senate and 69-17-1 in the House before reaching the governor's desk.
Violations are enforced civilly under the Tennessee Consumer Protection Act of 1977, alongside the state's existing gambling law, and the ban took effect immediately upon signing.
What this means for you
With the ban already in effect, expect every legitimate sweepstakes casino operator to exclude Tennessee residents. The back-and-forth in the legislature shows this was a genuinely contested fight, not a rubber stamp - which makes it unlikely to be quietly walked back any time soon.
